​On May 25, 2015, the Ministry of Transport (MOT) held a ceremony to open the online public service level 4 in the field of registration, participating in the national single window.

Accordingly, there are 3 online public services participating in the national single-window system deployed by the registry, including: Issuing certificates of quality, technical safety and environmental protection for imported special-use motorcycles; issue certificates of quality, safety, technique and environmental protection for imported motorcycles, mopeds and imported engines used for manufacturing and assembling motorcycles and mopeds; issue certificates of quality, technical safety and environmental protection for imported motor vehicles.

It is expected that in August 2015, the remaining procedures in the field of roads and inland waterways will be piloted.

At the opening ceremony, Minister of Transport Dinh La Thang requested functional units of the Ministry of Transport to continue urgently, implement online connection at the highest level with the national Single Window in all roads. land, railway, aviation, waterway, maritime, registry…

According to Deputy General Director of the General Department of Customs Nguyen Cong Binh, the Ministry of Transport is one of the ministries and branches that cooperated very effectively with the General Department of Customs from the very first day of implementing the National Single Window.

The Deputy Director General said that implementing this online public service will save time and travel costs during customs procedures and reduce customs clearance time. Specifically, according to the old process, enterprises submit paper documents to carry out registration procedures; then use the certificate issued to carry out customs clearance procedures, so it takes a lot of time to go through the procedures and costs.

When carrying out procedures for granting certificates of quality, technical safety and environmental protection for imported motor vehicles through the one-stop customs mechanism, enterprises will not have to go to two places, namely the registry office. and customs authorities but only need to declare information on the National Single Window. This information will be forwarded to the Registry for processing and a final decision to issue the certificate. Based on the processed information provided by the Registry Office through the National Single Window Portal, the Customs will receive and look up information for professional processing and customs clearance decisions.

Besides, through the national one-stop system, businesses also connect to the banking system to be able to pay online.

For state management, the implementation of procedures on the National Single Window helps to reduce documents and improve transparency in the process of carrying out licensing procedures. The efficiency of state management is improved, management information is handled quickly and closely, enhancing coordination among relevant ministries and branches in the process of carrying out customs procedures for enterprises and businesses. citizen.

Previously, on November 12, 2014, the Ministry of Transport also officially joined the national single-window customs mechanism and piloted it at Hai Phong Port Authority. From May 6, 2015, cooperated with the General Department of Customs to officially deploy at 5 port authorities of Ho Chi Minh City. Ho Chi Minh City, Vung Tau, Da Nang, Quang Ninh and Hai Phong.
