According to the provisions of the Circular, from December 1, 2014, when carrying out import procedures, traders must submit to the customs office the granted automatic import license together with the import dossier. according to current regulations and must be responsible for fully complying with regulations on imported goods subject to specialized management.

Fertilizers include: Urea, whether or not in aqueous solution (item code 3102.10.00) and mineral or chemical fertilizers containing the three constituent elements nitrogen, phosphorus and potassium (item code 3105.20.00) can only be imported through international border gates and main border gates. In special cases, the import of the above-mentioned fertilizers through a secondary border gate or an opening must have a written permission from the Ministry of Industry and Trade.

An automatic import license is issued to traders by the Ministry of Industry and Trade in the form of a confirmation of the import registration application for each shipment and the license is valid within 30 (thirty) days from the date of approval by the Ministry of Industry and Trade.
