WCO supports capacity building for Vietnam Customs

​In July 2015, WCO conducted a capacity building support activity for Vietnam. This is the latest in a series of inputs to the project "Improving customs capacity for WCO members 2012-2015" funded by the Norwegian Agency for Development Cooperation (NORAD).

The purpose of the project is to provide technical assistance to 7 countries in each specific area of ​​customs operations, which for Vietnam is focused on improving the capacity of customs agents and connecting related parties.

The program began with a meeting between the WCO project managers and the Vietnam Customs team responsible for designing and implementing new procedures for licensing and managing customs agents. The Vietnam Customs working group provides updates on the process since the implementation of the revised regulations in March of this year. Currently, more than 80 customs agents have been licensed under the new procedure. The work that follows is further training on these new procedures.

The experts also provided opportunities to evaluate progress in implementing the new Customer Service Manifesto. The periodic review study supports the implementation of the revised Declaration and the results of the implementation will be used to improve service performance.

To conclude the program, a workshop was held to advise businesses on customs procedures with the participation of business representatives and representatives of customs offices across the country. The highly interactive workshop aims to raise awareness and understanding of the benefits for all stakeholders in a positive way, building cohesion between customs and the business community.

After that, the General Department of Customs facilitated the opening of another workshop with more than 70 customs officers from 30 provinces to share practical experiences on connecting stakeholders.
